Hi Lisa,
It's not logical, I agree. But the problem is in how the Microsoft Critical
Update
Notification Manager (MCUNM) verifies existing installed patches against
those available at the V4 update site. The only way to verfiy that this one
is installed in a Win98 system is to check the versions of html32.cnv and
msconv97.dll (both should be 2003.1100.5426). The MCUNM cannot do this, so
it just states that the patch needs to be installed.
The sad facts are these:
- Win98 will no longer be supported after year-end, so the functionality of
MCUNM will be pointless after that time.
- Microsoft will not be putting much effort into it between now and then, so
they are not likely to "fix" this issue with MCUNM and the new V4 update
site. This is not the only affected update, there are several others that
cause this behavior.
- Uninstalling or ignoring it is the only viable answer if you cannot get it
to see the installed updates, just simply visit the update site manually
between now and year-end.
Lisa, try this as a last ditch effort: This update is uninstallable, so
uninstall it (control panel/add & remove). Then download the stand-alone
version (link is below) and install it manually. Perhaps this may trigger
MCUNM to see that it is already installed.

Having SAME problem, and it looks like others are too -
