I'm so sorry!
Just tested it on a fresh Windows 98SE install and you are absolutely right.
But I'm also sure I used a from MS downloaded Exel viewer each time on
new Windows 98SE installations when not installing MS Office.
MicroSoft must have changed something.
I'll have a look, maybe a still have an older version of the Exel viewer
somewhere.
When I succeed I will post in this group

I think I have used that one in the past.
NOTE: If you already have a full version of Microsoft Excel installed on
your computer, DO NOT install Microsoft Excel Viewer in the same
directory. Doing so will cause file conflicts.
Microsoft Excel Viewer is a small, no-charge, freely distributable
program that lets people view and print Microsoft Excel for Windows
(version 2.0 and greater) and Microsoft Excel for the Macintosh®
(versions 2.2a and greater) spreadsheet files. Microsoft Excel Viewer
gives users the flexibility to view page layout, copy, zoom, AutoFilter,
and control cell sizes. The Microsoft Excel Viewer supports OLE
DocObject as well as the ability to view and print any Microsoft Excel file.
Installation
1. Close all other applications and ensure that you are not running any
utilities or virus protection programs.
2. Click on the link below to begin to Download Viewer.exe to your local
hard drive.
3. Choose a download method
(a) If you download Viewer.exe and choose to run it, the file will
unpack itself and start the Excel Viewer 97 Setup program.
(b) You can also save the file to a local folder and run Viewer.exe
later. However, this folder cannot be the location into which you plan
to install Excel Viewer.
4. You can now select a folder in which to install the Microsoft Excel

The current Excel 2003 viewer does not work with Windows Me. The
old Excel 97 viewer is no longer available from the Microsoft
website, but you can still download it from
http://www.pcworld.com/downloads/file_description/0,fid,5257,00.asp
among other places. Obviously, the old viewer does not support
features introduced in later versions of Excel.
