This is quite unusual. I've searched knowledge database
and the web for an answer to this problem with no results.
I am running windows 98SE using a scroll wheel mouse from
logitech.
The scroll bar moves by itself in any application that has
a scroll bar. If I open a window that has a scroll bar, it
will move up without me touching the keyboard or mouse.
I tried the solution for the logitech driver but that
particular TSR is not listed in the registry.
ANY help or suggestions on this will be greatly
appreciated.
Thanks.

Try a different mouse, If fault does not occur mouse's scroll wheel is faulty.

I fixed this by replacing the mouse. I hope this helps
someone else with a similar problem.
