Windows 98 will not shut down

Help!!

I am using Windows 98 1st Edition and every time I shut
down or re-boot the computer hangs on the 'Windows 98 is
Shutting Down Screen'.

I have tried going through the help menu's but that does
not seem to fix my problem.  In safe mode it will re-boot
however when I go back to regular mode it hangs.

I have disabled the fast shutdown, but that doesn't work
either.

I have seen one help article talking about a Microsoft fix
file atpi.sys   Do I need this file to fix my problem?

If so does anybody know where to get it?

I have not found it on the microsoft info pages.

Aside from disabling fast shutdown there are other possibilities. See:

Do you mean Atapi.sys? I'm not sure if this is a file for W98.Seemed to be
something for NT/2000 if I read this right.
