getting to services on Win 98

How do I get to services (local) on a Win 98 machine. I blocked something
that I need to allow access.  I know in XP, I go to control panel,
administrative tools, then services, but I don't have a clue with Win 98.

There is no Services in 98 like XP. If you explain a little more in detail what
is disabled, what you may have done to disable it and what you have tried to
enable it, others can offer possible solutions.
