install problem

During a fresh install of win98b "Newly formated HD" the
computer freezes at the point of "Default Channel Setup".
While I can boot into "Safe Mode" I cannot get past this
point even after reboot.
The specs of the machine are

HP Vectra VLi8 (i have updated the BIOS)
PIII 450
256Meg RAM
8Gig HD

In Safe Mode, set up a clean boot, and see if you can discover the cause:
