Windows Installer

I use Installshield to install my software on user PCs. It
works fine on all versions of Windows but on two OLD Win
98 PCs the install fails in Windows Installer with the
message "The installation package could not be opened.
Contact the application vendor to verify this is a valid
Windows Installer package".
Any ideas?

Those two older pcs have not been to windows update any time in recent history
and installed the updated windows installer package version 2.something or
other cant remember the number, here is the link. Long Link May Wrap
