Missing usbccgp.sys file

I am trying to install an HP PSC 1200 series all in one printer.  After 9 hours on the phone with HP tech support it has been determined I am missing the usbccgp.sys file.  I have windows 98.  How can I get this file?  I am a home user not a tech person.  Can I upgrade from 98 to 2000 without losing everything?  Will 2000 have this file
