Endless loop starting up/shutting down.

Something has gone terribly wrong.

Starting Win98se, (Gateway 750MHz, 30gig-ATA, 512Meg of
ram), needs startup disk. Disk boots to Windows via the
floppy in Safe Mode. Safe Mode shows no problems in System.
Shutting down, the machine locks up the mouse, KB,
everything.

This is an endless loop, and Googleing for win 98se,
shutdown and loop, or other words returns zip, zero, nada.

Any help appreciated.

If you are able to boot to Safe Mode then most likely you have a hardware
issue, although it could be software. Safe mode only loads the minimal drivers
needed to run.
