It should be listed in the Add/Remove Programs Control Panel
Applet. Uninstall it from there.

There need to be an update to 'Windows Critical Update
Notification' making it stop unneccesarily phoning home once a
system is updated to the end of the road, unless it detects that
one of the Windows Subsystems it [should] monitor has been
updated/changed.

You can remove Windows Critical Update Notification by using Add/Remove
Programs:
1. Click Start, point to Settings, and then click Control Panel.
2. Double-click Add/Remove Programs.
3. Click Microsoft Windows Critical Update Notification.
4. Click Add/Remove.
