burning installation cd

I am thinking about getting an old laptop with Win 98, but these often
seem to come only without a disk to restore the operating system if the
hard drive fails.  Can anyone tell me if there is a function in Win 98
to create an installation disk that will work in case of having to
replace the hard drive?

Nope.

If you want to create a Drive Image then something like Acronis True
Image is very popular these days.

Acronis TI  can have you restored in just a few minutes from a total
catastrophe.

MS never did this but plenty of third parties did.
