How do you get rid of "domain"?

A teacher was given an old computer by the school. Windows 98SE.
It wants you to log in to a domain, then tells you it can't find the
domain server.
You can cancel and get into Windows. Then I went into Network Properties
under Client for Microsoft Networks and unchecked the mark in front of
the NT Domain thing. I then changed the primary logon to Windows Logon. I
then went to the Windows folder and deleted all the *.pwl files.
Upon reboot I'm right back where I started only now with TWO logon
prompts. The domain one and then the windows logon. A blank password
won't work there either. So I went back and checked. All the changes I
made in Network Properties were back to what they were before and all the
*.pwl files have come back in the Windows folder.
What do I have to do?

someone probably used a policy editor (poledit.exe) to secure the computer
in the school environment.

use poledit to fix the lockout or fresh install

start
find *.pol
and rename the policy files to *.pol.old
may help if they are present

There wasn't a *.pol on the computer.
Show all files was checked and hide extensions was unchecked.
Turns out they had some software in there called "choice" from
bridges.com. To get into that, you needed a password. The computer guy at
the school that set all that up is long gone and no one I contacted at
the school had a clue about the software, much less the password.
One teacher thought the school had a "volume license" but couldn't find
any CD's or license information.
So I wiped it clean and installed 98 back with a store bought copy I had
from years back. I guess that should be legal since whatever machine I
had it on is long gone.
This thing has been a nightmare. It's an HP Vectra VLi8. They had the
BIOS password protected as well and leaving the battery out all night
didn't clear it. Finally got the tech manual on it and cleared it with a
dipswitch. That worked OK but I notice the time was still right. There
must be a helluva capacitor in there somewhere.

Thank you guys for your suggestions.

First, render assistance to the dyslexic man....
you'd be surprised at 'what goes around comes around'.
render assistance to someone in need, but dont let 'anyone'
know that you did it.
