Computer crashes, no internet

My computer crash and, no internet connection.   Symptomps:  first, when I
turn on PC, I did not find mouse. I restarted PC, after windows checked hdd
for errors, it showed that a new device is found and applet suggested to
install some driver, it seems, PCI card. I selected 'no', since have not
idea why. Also, antivirus said that can no protect mail messages anymore. No
internet connection anymore. Ping not work('can no find site') Also, can no
open DOS command line via run box.
I suspect that it is related to the PCI network card. I used DuMeter program
that monitor traffic, it use network card. Usually, at PC shut down, windows
ask close program or wait until program will be closed. For this time I
forgot turn off DuMeter, but windows nothing asked , just turned off.

How to repair system? Need detailed info about steps are needed to repair
system,  reinstall PCI driver, repair from install disk ( have no the
internet anymore and can no obtain tech info from).

If "PCI Communications," this request is probably
to reinstal drivers for your modem.  You will need
to do this before you can connect with the Internet
(and may need to reconfigure Dial Up connection etc.)

I mean network card. The applet was shown due something crash, not upgrade
prompt.
Is there way to test that network card driver is an issue? If yes, how to
reinstall it? I do not use Dial Up connection. I use Broadband Cable modem.

Sounds like a corrupt registry. You can probably restore a previous one.
Restart teh system and hold down or repeatedly press the Ctrl key (F8
sometimes works better.) You should get a Startup Menu. Choose "Command
Prompt Only". At teh C:\ prompt, run the following, pressing <Enter> at teh
end of each line:

SMARTDRV
SCANREG /RESTORE

Choose the backup to restore based upon date, not filename. choose the most
recent one that is dated *before* your crash. When the restore is finished,
press Ctrl-Alt-Del to restat your system.
