Can one recognize a reconditioned video card by looking at it?

Just by looking at the card?  I don't think so.

By law, product packaging must state if an item is factory-reconditioned.

Suppose some of the components on the board are covered with a black coating.

That could be a sign.  What kind of coating....like paint, or something else?

If it has been sloppily hand soldered, then I guess it's possible.
Another clue may be the date codes on the chips. I'd also look for
scratch marks on the gold fingers.
