I get a runtime error after using explorer for 5 mins. and sometimes after 30
mins. It also gives this in the error message:

Are you using Win98/98SE?
Have you installed all the Critical Updates from Windows Update?
What have you done in terms of checking for malware....viruses, trojan horses, etc?
Start by running this online virus scan:

Save the results to a file, as we may want to see them if something was found and
fixed.
Also, see if the error still occurs if you do a clean boot:

I tried a Fix Utilities CD that I got awhile ago and the error message came
up a little diffrent this time. I can't try your suggestions tonight but I
will tomorrow. The new Runtime Error says:
Runtime Error!
Program C:\\PROGRAM FILES\INTERNET EXPLORER\IEXPLORE.EXE
This application has requested the Runtime to terminate it is an unusual way.
Please contact the application's support team for more information.
Also, this happens when I hit a link in my email. The website always comes
up but I can't delete email after I click a link in the email. I always have
to reboot and delete emails before I go to links for websites. In addition
to that my computer stops responding after awhile and I have to ctrl+alt+del
twice to get it going again. I have virus protection and I think this
started when I deleted a program that was automatically put on when I visited
a website. I think it added a toolbar to my active window and it made my
computer real slow. I thought I safely deleted it going through add/remove
programs.

You should probably add this to my list of things to do, under the circumstances:
Download Hijack This from one of these locations:
http://www.thespykiller.co.uk/files/HJTsetup.exe
http://security-central.us/downloads/HJTsetup.exe
http://downloads.malwareremoval.com/HJTsetup.exe
Install, then run HijackThis, and click the Scan button.
When the scan is finished, the "Scan" button will change into a "Save Log"
button.
Press that, save the log somewhere you can find it (Desktop, My Documents, or
similar).
Most of what it lists will be harmless or even required, so do NOT fix anything yet.
Copy the log files and paste them into a new post at:

(You will first have to register at the forum before you can post your log. It's
free.)
In your post, please state your problem clearly and what you've done so far to fix
it.
The folks there will tell you what to remove.
