Outgoing connection

I installed Kerio Personal Firewall 2.1.5, it have standard rules-based
configuration, not sure about some thing: it show 'Outgoing connection rule'
window with text: 'Internet Explorer' from your computer wants to send UDP
datagram to localhost.abc.com [127.0.0.1], port 1070
Dont know about this localhost domain 'abs'(sample), should I permit this
outgoing connections?(asks each time for any page I connects to)

Sheesh! Looks like I have a page & a half of Kerio rules now, maybe 9 of
them unchecked. And I DON'T want to go try figure them out again!

But, what I do have is a conglomeration of advice & imported rules from
