"This file is not signed so it won't run" message window

I downloaded Norton Internet Security 2005 on my daughter's Compaq with
Windows 98, IE 6.0.2800.1106CO, SP1.
When I tried to install it, I got an error message
"Installation has failed. Would you like to try again?"

Part of Symantec's fix is to download their "Norton Removal Tool" which I did.
When I try to open that, I get this message:
"SymNRT.exe  This file is not signed so it won't run."
That specific tool is for "Windows Me/98."
The file version of this tool is 2007.2.0.11

This file DOES open on my Windows XPP.

Is there a setting that I need to change, or an update for this old windows
to read a modern file?

I appreciate whatever help you can offer.

 How could you have downloaded NIS 2005 since it is no longer offered by Symantec?
Older versions are not an option to download from Symantec's site, that tends to
point me in the direction you downloaded it from elsewhere which is more than
dangerous.  On the same note, NIS 2004 is the last version that properly worked on
others machines running 98/SE, even though 98/SE was stated as compatible.

 I see the main focus was on removal and they never took into consideration that the
purpose of removal was the failure to install the application properly.  That's why
outsourcing help by corporations is a big black eye in my book.  I see an email
address was provided to contact the manager, I'd suggest you do that and make sure
they understand the entire situation.  Then I'd suggest you get your money back.

 As mentioned in my earlier response, their 2004 products except for Ghost and
PCAnywhere were the last6 to properly work in 98/SE even though they state it's
compatible.
