How do I fix a jumbled Save File list

When I right click on a picture and select "Save As" the pop up window has the list
of
files all jumbled.  When I right click in that list and do an "Arrange Icons" - "By
Name", the list is sorted in reverse alpha.  Repeating this does not result in an
forward alpha sort.  This happens in several applications: OE6, MS Image Composer, MS
Photo Editor to name a few.

How do I fix this?  I'd like the default to be fwd alpha, but I'll settle for getting
Arrange Icons - By Name to do a fwd alpha sort.

Thanks for the response Ron.

kbid=233526 - my "ShellState" value was quite different.  Changing it resolved
nothing.

kbid=229070 fixed the problem.  Rechecking the "ShellState" value showed it still
with the values in kbid=233526.
