Was MSI designed not to work with 98?

I saw a claim that some version of the msi has been made
incompatible with win 98?

Is there any truth, in whole or part, to that claim?

Version 2 for 98, version 3+ for 2000 and above, if you're referring to
Microsoft Installer/Windows Installer..

Why do you ask? I mean, what possible problems could it cause? Anyone
writing a Win9x-compatible application can simply use an earlier version of
MSI.
