format of the video AND presentation speed/bits?
What this attempts to indicate is that there are a number of variables
which could be involved.

Then we progress a few levels to pre-cached/pre-caching, and more likely the
format of the actual video and your computer speeds [processor and video].
Videos can be created in a number of different formats [presentational
speeds, video and sound quality, etc.] so your problem video may be one of
the formats that your computer has difficulty presenting or falls apart
[synchronization or other] when scrolled through, OR it could be the
streaming itself [protocol. etc].
