Quick Question - Performance

This has to do with outbound performance and with that, the question:

Does a firewall affect outbound performance on a circuit. Does it care what
is leaving the network as long as no rule is in place that would restrict a
certain protocol?

The windows firewall does nothing with/to/for/about outgoing data.  It only
monitors incoming data.

A 3rd party firewall will most likely monitor traffic in both directions.

Usually a firewall blocks everything in whatever direction it looks at until
it's told at least once to permanently allow that traffic, whether by
defaults or the used entries.
