Stuck defrag

Somebody, please help. I can no longer complete a defrag.
Not even in safe mode. I used scandisk in both reg. and
safe mode. Did the thourough scan and at its completion
three hours later it said no errors.
When I try defragmenting, it goes up to 10% then halts,
sounds like a tiny horse galloping in one place. It is
just stuck! This happens in both reg, and safe mode.

Go to C:\ and try scan disk.  This is a lower level than
the scan disk that happens before a defrag.

try shutting down all programs running in the background.
use ctl+atl+delete to bring up the task manager. go
through and shut down everything running EXCEPT Explorer
and Systray. then try defrag. everything will come back
when you reboot.
