Is your problem that the PC cannot see the drive at all or that you no longer
have the software installed that allows it to be used as a burner? In other
words can you see the file in Windows Explorer and can you read a CD if placed
in the drive? If you can see the drive and read disks but not write to disks
then you need to reinstall your CD burning software.

If you can see the drive and use it to read disks but not write to them then
you need to reinstall your unnamed burning software since Win Me includes
none. If you weren't supplied with a copy of the software when you bought
your PC and it isn't included on the recovery CD, which it appears it is not,
then you need to contact the manufacturer of your PC for help. Either that or
purchase a copy of the software. This isn't an operating system problem but
rather down to not having the necessary software installed required to burn
disks.
