My mom's computer is stuck on safe mode and I can't get out of it! The
background doesn't come up nor does the start menu. Safe mode is in corner
and if you try to run normal mode it goes into add new hardware. I've tried
everthying except reinstalling Windows Me, should I reinstall system or
what to do? Please help!

Try this
Boot to DOS using an ME startup disk (Boot with CD-ROM support), and type
the following command

SCANREG /RESTORE

pick a date from the list that will pop up - preferably no more than a week
old - and follow the instructions.
remove the floppy, and reboot.

See if that helps
