Is there a patch I can download to fix my CD-Rom from not
opening/closing properly? I know the device is operating
properly and believe there might be an ME problem since I
had this problem myself on an XP operated machine.

The problem you are seeing is more likely to be a hardware problem than
anything that might be cured by a patch. Further Win Me has no such patch,
primarily because none is required.
