Using Recovery CD to install a new harddrive

I am trying to install a new hard drive on a computer
system I purchased about three years ago, which came pre-
installed with Windows ME and I upgraded to Windows XP
last year. The existing hard drive is not operable at
all.  It keeps freezing whenever used.  Now when I try to
install the OS with the "Windows ME Emergency Recovery CD
(bootable)Version 1.1 for distribution with a new ECS PC"
it gives them message, "set up could not read the CD you
inserted, or the CD is not a valid windows CD." Any ideas
on why it cannot read the CD?

You must speak with the "ECS" Tech Support, of the vendor who sold you
the system originally,  to determine how the system is validated to
support reinstallation of the OS.  There may well be validation
information, or a hidden partition, on the original hard drive, which is
no longer accessible.
