I have installed the USB driver from the supplied CD Rom
then when I plug the Camera in to the USB port and turn it
on the computer pops up and says installing driver for new
hardware Sony DSC. OK great sounds good until towards the
end its says it can't find 2 files USBNTNAP.SYS and
USBSTOR.SYS and that my driver has not been installed. I
have searched every where for these files even windows
update website, microsoft web site, sony web site, cd
rom.... etc. Since a CD Rom for Windows ME was never
supplied with my computer, which is apparently how HP did
this for a while, Where can I get these to complete the
driver install or have I done something wrong? Help!!!!!!

This seems to be a common problem with some OEM installs of Win Me.

The files are in the "cab" files in the Win9x folder on the Win Me CD and/or
in a sub-folder of Windows\Options and not directly visible in Explorer.  See
MS  KB 265371 - "How to Extract and Replace a Protected File in Windows Me"
(http://support.microsoft.com?kbid=265371) for details of how to extract files
from the cab set.  Alternatively use MSConfig | General | Extract File... and
follow the prompts to extract a new copy of the required files to your
windows\system32\drivers folder .  Most USB related files can be found in
BASE2.CAB although some are located in other cabs.

However  probably the easiest way to proceed is for you visit to
http://www.usb-drivers.com/drivers/63/63237.htm and download usb-WinMe.exe
which contains WinMe's usb related files.  Extract the files you want and put
them in windows\system32\drivers.
