I have no experience with that stuff at all, being a bit of a luddite,
but I have to ask if you're mobile phone *receives* IR as well as sends.

Well, it was just a thought... another one is that there might be some
password protocol the sending machine has to give...
The third thought is that your phone doesn't take ringtones of the
variety you're sending or you have to tell it that you're sending
ringtones or something.
