You may have a virus/spyware hijack
download the Stinger from here and run it to make sure that A-V-disabling
viruses are not present on your PC

Reboot to Safe Mode and run CWShredder - to remove variants of the
CoolWebSearch hijacker.

I have the registered version of Spysweeper perform more
than 9 scans. Norton Antivirus to do 11 scans. I have
optimized my disk 4 times. But I will try reinstalling
Norton...

Noel's advice was to uninstall Norton, nothing written about
reinstalling it <grin>, but it may help.
When you get one of those white boxes press <Ctrl-Alt-Delete> and see
what the "CloseProgram" Window (user task manager) says about the white
box (though it'll probably only say "Error Message" or something, you
might get lucky though)
