Recently, within the past week, (7-24..7-31..2004), while
trying to add new hardware, examine the systems folder and
verify my modem settings; the icons disappeared from the
Control Panel.

How can this happen?

What changes did you make to your system around the time this problem started?
Have you been using a registry cleaner of some sort?  If so it is possible
that you have removed some of the registry entries required to access both
system restore and the control panel alternatively the file jscript.dll may be
damaged or missing.

For more information see the MS Knowledge Base article 309663 - "Control
Panel, Help, and System Restore Are Empty or Partially Empty"
(http://support.microsoft.com/?kbid=309663) which might help in fixing this
problem.  If not please post details of what you changes you made.

Since the problem is only a week old at best you could try using system
restore to roll your system back to the state it was in before this problem
started.
