If windows folder is causeing the problem when starting it
goes to safe mode in ME, how do I check it out and fix the
problem. I read this might be the problem from another
person asking about what causes it to start in safe mode.

Could you please explain your problem or rather rephrase your question.  All
Win Me systems have a Windows folder so what exactly is it that you are asking
about this folder?

does a system scan. Another person said he was having the
same problem on start up. It mention that if he ran the
DOS and looked for a file VMM32.VXD and it found it that
it was a windows\system folder  that was causeing the
problem.

I'm sorry but your post makes no sense.  Win Me won't work without the file
vmm32.vxd which is an essential system file, it's as simple as that.  I feel
you have probably either misread or did not understand the post you mention.

As for your system starting in Safe Mode you need to think back on what you
did to your system in the previous session and reverse those changes.  Failing
that use system restore to roll your system back to the state it was in before
you started booting into Safe Mode.
