upgrading 'C' hard drive

I am trying to upgrade to a larger 'C' drive .  I am
running ME.  Format will not convey system files.  
Maxtor's drive copy will not create a bootable drive.  How
to I transfer my the contents of my current 'C' drive to a
larger drive and make it bootable?
