I got a spyware file from an "anti-spyware" program named
Spyban. It is stored in C:\WINDOWS\SYSTEM and I can't get
rid of it because every time I try to delete, move, or
rename it I can't because "It is being used by Windows."
The file name is msg{2C0E622E-7EBC-4594-86F1-0BE92F0EAF28}
0115.dll. How can I delete this file??

Try this...
Hold down Ctrl+Alt+Del to get the task list dialog up.
Double-click Explorer
Ignore Shutdown Windows dialog *don't touch it*
Click End Task when a second dialog appears, usualling top-left.
This restarts the Windows Shell ie the Desktop.
Try deleting file.

Hope this helps
