My connection was working fine up until I downloaded a
Windows Update patch.  Now, my computer seems to be
disconnected from the router (I've checked the cables,
and everything's plugged in right).  Is there a way to
uninstall the update?  I've tried System Information ->
Tool -> Uninstall Windows Update, but uninstalling whats
there either doesn't work or doesn't fix the problem.
Any ideas on how to fix it?

I'm a bit dubious that installing the patch has caused the problem but
removing the patch is exactly the sort of scenario for which Win Me's
system restore was designed.  Why not give it a go?

Out of curiosity do you recall which patch you think caused the problem?
