Outlook Express was coming up wilth a 'Unable to load MSOE.DLL' message, so I
reinstalled ME from wthin Windows, inending to do an U/G to IE6/OE6.

Now I get a Page unavailable message on all websites. I have tried looking
on the Knowledge base wih another PC, but to no avail.

Possible reasons for this error are explained in the following articles:

MS KB 296512 - "OLEXP: Error Message: Outlook Express Could Not Be Started
Because Msoe.dll Could Not Be Loaded"
(http://support.microsoft.com/?kbid=296512) where the problem is due to
problems with the Address Book.
MS KB 272265 - "OLEXP: Error Message "Outlook Express Could Not Be Started
Because MSOE.DLL Could Not Be Loaded" When You Start Outlook Express"
(http://support.microsoft.com/?kbid=272265) where the problem is caused by
mixed file versions
MS KB 232480 - "OLEXP: Error Message: Outlook Express Could Not Be Started
Because MSOE.DLL Could Not Be Loaded"
(http://support.microsoft.com/?kbid=232480) where the problem, similar to
the one above, is due to uninstalling a later version of IE/OE.

The slightly different error messages "Outlook Express could not be
started because Msoe.dll could not be initialized" and "Outlook Express
could not be started. The application was unable to start the Internet
Account Manager." when attempting to start Outlook Express are often due
to missing or corrupted information in the Outlook Express Identities
registry key.  For more details see KB 245419 - "OLEXP: You Receive an
Error Message or Are Unable to Start Outlook Express"
(http://support.microsoft.com/?kbid=245419). Check this KB as it explains
how to remedy this error.

> so I reinstalled ME from wthin Windows

Oh dear, that can be a recipe for disaster unless certain actions are
taken first to avoid subsequent problems.  Have a look at Noel Paton's
various pages on the subject at

Some good stuff....thanks

I've cured the Page Unavailable message by deleting th eWinsock2 ky as per
an article  but am still left with the 'unable to load because Msoe.dll could
not be found' message.

I tried checking the Address Book box in Windows Setup but received a
missing .dll file error, so I unchecked the box and clicked Apply, then
rechecked it and clicked Apply again, but this time received no error
messages (isn't technolgy wonderful?)...but still no OE.

I'm currently using the newly-working internet connection to download the
necessary updated files to enable me to try an IE6/OE6 install.

Was IE6/OE6 ever installed on the system prior to reinstalling Win Me?

If when installing IE6/OE6 you get an error don't despair, post the exact
message you see and hopefully we should be able to get you going again but
it not you might have to go the IERadicator route that is detailed on
Noel's site.
