When I open IE 6, it says it is 'detecting proxy settings' and it takes half
a minute before the page loads.

How do I get rid of that message?

You may not be able to - depending on your ISP.
However, to turn off Proxy detection, go to
Internet Properties
Connections
Settings
Uncheck the 'Use a proxy server.....' box

click OK out, and try again
If your Internet works, then fine - if not, then you'll have to undo the
above
