computer crashes whilst on the internet: OE: 0028: FF17C58C

Whilst on the internet computer crashes with the message:

An error has occured.  To continue press enter to return
to windows or press ctrl+alt+del to restart your
computer.  If you do this you will lose any unsaved
information in all open applications.
Error: OE: 0028: FF17C58C
Press any key to continue.

None of the above strategies work well and we usually need
to button off and restart.
