When surfing the internet, I'm getting the error message
of "Explorer has caused an error in USER.EXE" all the time
and the computer is extremely slow.

I'm having the same problem. I upgraded with IE 6 and it
still does it. If you have figured it out, please let me
know. If I end up solving this you'll hear from me. Oh by
the way, sometimes I also get the Kernel error, but it is
KRNL386.EXE.
