Access to web via laptop

Is there a way to access the internet and WWW in a city
by merely connecting my laptop (Millenium Edition Windows
software) to a telephone? I'd like to use Webmail to
access my e-mail but unless i have a city phone number, I
can't get on the web. Assume that the hotel I'm in
doesn't have direct internet access.  Thank you for your
assistance.  Bill

Bill,

Visit your ISP's web site prior to leaving your "home" city and look up
the local access numbers for where you're going to be. If you already
have Dial-Up Networking configured for your particular ISP then all you
have to do is change the phone number to the one you can use in the city
you are visiting.
