Internet connect dialog box comes up during startup. Even
Safe startup. It does not show up in the startup folder
or in the System Configuration Startup TAB.
If I X out of the dialog box it crashes Explorer.
How do I eliminate the dialog box and it's problems from
startup?

If none of the above addresses the issue check these also :
--Windows Updates (Automatic Updates in the Control Panel) disable
Automatic Updating and see if this is the issue.
--Open Internet Options via the Control Panel. Click the Advanced tab.
Under Browsing, uncheck the box next to " Automatically check for
Internet Explorer updates ".
--Download and install either/both of these spyware programs to see if
you have unwanted "guests" phoning home :
AdAware http://lavasoftusa.com
Spybot http://safer-networking.org
Read the Readme and Help files of both programs to configure them best
to clean your system. Use the in-program update feature of both programs
to keep their spyware definition files up to date. Advise against using
Spybot for anything other than scanning your system for "parasites"
unless you understand what it's doing to/for your system.
