Someone warned me about a Teddy Bear virus, found by
searching for jdbgmgr.exe. I found it - but is this a
virus or something valid?

See MS KB 322993 - "Virus Hoax: Microsoft Debugger Registrar for Java
(Jdbgmgr.exe) Is Not a Virus" (http://support.microsoft.com?kbid=322993).
Also you would probably be better relying on your anti-virus application, that
is assuming you use one and have updated current viral reference signatures,
than spurious unsolicited e-mails. :-)

Randal,
It's a hoax that's been in circulation for about the last 2 years ..
probably longer.

That's a very well known hoax. "jdbgmgr.exe" is a Windows
System file (java debugger manager.execute) needed for
browsing in the Internet.
Don't delete it. You may need it later. Search for
Internet hoaxes you'll find many other ones.
