Movie Maker Error

Hi
I am unable to use Movie Maker1 due to the following
error :-   "a device attached to the system is not
functioning.   MSIMG32.DLL "

I have a similar problem with NeroVision Express.  The
error on this program is:-  "The MSIMG32.DLL file is
linked to missing export GDI32.DLL : Gdi Gradient Fill
and cannot execute file Nerovision.exe"

The two are obviously connected.   Can anyone tell me what
is wrong here and how I go about fixing it.
