Everytime I try to use the remote control to my Hauppauge
WinTV (pci), I get the same error:

Ir has caused an error in Kernel32.dll.  It will now close.
If you continue to experience problems, try restarting
your computer.

Then Norton Anti-Virus opens to scan hcw.exe.  

Restarting the computer or the IR program doesn't help and
the anti-virus program never finds a problem.  What can I
do?  I have the latest version of both the WinTV software
and the IR software.

Any suggestions?
