Win98 unable to connect to secure and download sites

Hello again, I`m having some trouble with my old Windows 98 based laptop.
(I know its not ME but they are basically the same and there does not seem
to be a 98.network_web group on my server.)

The machine can connet to normal websites (google.com, microsoft.com etc)
without a problem. However, when I try and do any of the following I get
errors.

1) Connect to my banks secure online banking facility or log onto yahoo mail
using the secure log in. (instantly goes to "page cannot be displayed" )

2) Connect VIA MSN messenger, I get "We were unable to sign you into .NET
Messenger service, possibly because of a problem with the service or with
your Internet connection. Please make sure you are connected to the
Internet. 0x81000301"

3) Install IE6 SP1 - I went through the MS Knowledge base for a solution to
this problem and one of the suggestions was to install IE6 Service Pack 1. I
think the machine already has IE6SP1 installed (it is version 6.0.2800.1106)
but I decided to try it anyway. When I try to intall it, I get past the
first step (Install now - typical set of components or Install Minimal) Then
I get "Setup was unable to download information about available installation
sites"

4) Run windows update - I get passed the "checking for the latest version of
the windows update software" screen into scan for updates. I hit scan for
updates and it takes me to "Windows Update Error" with error code 0x800C0005

I can however

- Download the new version of MSN messenger
- Sign in with Yahoo mail on standard sign in.
- connect to Yahoo messenger.

Checking the computer over generally everything seems normal except there
seems to be two entries for TCP/IP (both bound to my network adaptor) under
control panel/network/configuration tab.

Any suggestions from you guys and girls would be welcome because I seem to
have tried everything I can find in knowledge base.

This looks very much as if your security settings are screwed......
you seem to be unable to log into secure site, but are OK on 'insecure'
ones.

If you go to IE, and click on Help|About - what does it show for your
encryption level???
