How do I remove and reinstall netwoking?

I have a client with ME and his machine was infected with spyware and
viruses. I have removed everything and it works great now except that I
can't get the internet to work. It will never pull an address from the
cable modem. I have verified that everything is working hardware wise and I
have removed all of the drivers/protocals but it still won't work. I have
also run Norton's WinDoctor but that didn't help either.

I need to know how to uninstall networking and remove networking from the
registry while in safe-mode so that on the next reboot it will install
networking from scratch.
