i am having a problem was cleaning out my computer trying
to get rid of stuff and i deleated a file i needed. I get
an erorro message of Explore.exe cannont start reinstall
windows. and i dont have a startup disk how can i fix
this.

I had that same message, but didn't delete anything. I had to format my
hd and stare over. I never could get the PC booted at all. I had a
startup disk, but it didn't help. I couldn't start in safe mode either.
