reinstalling ME over ME

when I try to reinstall ME over the existing ME I get the
error message that the installation files are in use with
currently running programs. I use the close program to
close out all but explorer, systray and wmexe. It still
will not install ME again. I tried installing from the
msdos prompt and no good either. what else can I do?
