Profiles are set up correctly; networking is set correctly
(MS Family Logon) and passwords are set.  When Windows
loads it goes to a generic desktop.  You must signoff to
get the Logon box.  How do we get the Logon box to load at
first load?

I think this is a registry tweak (HKEY_USER); definitely
not a Control Panel issue.

Try this
Check the Autologon key in registry

REGEDIT4

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Network\Real
Mode Net]
"AutoLogon"=hex:01,00,00,00,00
"preferredredir"=""

Change AotoLogon value to 00 00 00 00
or delete it and reboot.
