Where can i download a startup/boot disc for microsoft
windows millennium edition??

After upgrading direct X, my computer will not re-boot

when i press the delete key during start up the screen
says "windows could not upgrade the file %1 from %2"

I am, coincidentally, having the same problem.  Upgraded
Direct X to 8.0, and am getting the same error he is:
"Windows could not upgrade the file %1 from %2
%1: %2"
Which loops, ad infinitum.  
I have downloaded "Bootme.exe",for WindME (OEM version)
from bootdisk.com, but when I transferred it over to a
disk and tried it, I got the standard "Non-system disk"
error. Is there a specific procedure for making a
bootdisk, other than just copying the boot program to
disk?  I have the info on how to correct the problem
after that, but without a startup disk to get it rolling,
the rest of the info is nigh-useless.

You have to run the file from Windows to create the boot disk (didn't you

Alrighty... now we have a new glitch.. following
instructions found here:

On getting my system to run System Restore without being
able to boot up in Explorer, even in safe mode, which I
can't, it loops either way, I changed the system.ini to
the command as shown(shell=progman.exe), and rebooted...
several times I follow this course, and every time, the
changes follow over, IE, the command line *does not*
change back to Explorer, so it is saving the changes, but
it still makes the attempt to update, upon reboot, and
locks into the loop, as it would for a normal startup.  
Any ideas on how to deal with this one?

Your %1/%2 error is caused usually by Norton LiveUpdate, corrupting the
System Restore archive - although there are other possible causes.
Do a Search for the file WININIT.INI - if you find it, then rename it to
WININIT.JNK, and reboot - your problem should be gone.
If you don't find it, then try this - Start|Run - enter SCANREG /FIX into
the dialog box, and click OK - windows will reboot - see if that fixes it.
If not, then do a Search on your PC for files named '_RESTORE' (without the
quotes) - you should find the C:\_RESTORE folder - r-click on it, and select
Properties. How many files/folders are there? If it's around 64thousand,
then LiveUpdate has been up to its tricks again, and you'll have to
completely remove the folder  from DOS - use the following method, which
seems to be the easiest at present.

Reboot to DOS using your Startup disk
enter the following commands at the A:\> prompt.

ATTRIB -R -H -S C:\_RESTORE
REN C:\_RESTORE OLDREST

remove the floppy, and reboot to normal windows. - your error should be
gone, and you should now have a new, single restore point. Go to Windows
Explorer, and delete the C:\OLDREST folder
