Error message when trying to install new programs

I have tried to install Norton AntiVirus 2003 as well as
Microsoft Office XP, but when I do, I get the following
error message:  "The MSIEXE.EXE file is linked to missing
export MSI.DLL:222."  When trying to install Microsoft
Office XP, it also said "Cannot launch C:\

download and install the Windows Installer - v2
